What is DIF?
The State System for the Full Development of the Family (Desarrollo Integral de la Familia, or DIF) is a government institution in each Mexican state dealing with family matters.

DIF acts as the legal representative for abandoned children and provides foster care for abused or orphaned minors.

Refugio Infantil Santa Esperanza

Refugio Infantil Santa Esperanza (RISE) is a non-profit shelter for babies and children under the age of 18 who have been turned over by DIF, a Mexican government social services organization that protects the rights of children.

RISE opened its doors in March 2001.  Some of these beautiful children come from unbearable situations having been abused, neglected, or simply abandoned.  Some have been transferred from other facilities because of overcrowding, and many have been in institutions for most of their young lives.

While at RISE the children are under the care of nuns from the Family of Carmelites of Jesus of Nazareth.

Our Foundation's highest priority at this time is to provide monthly support to cover basic needs and expenses at the Refugio.  This includes such things as food, medicine, diapers, electricity, water, internet and TV cable connections, and salaries for Refugio staff members.

The nuns are very dedicated to helping the children in their care.  Director Madre Mari oversees the shelter, and Madre Chuy takes care of the laundry and clothing, and offers spiritual guidance.
